In much the same way that business has been continually reinventing itself through mergers, spin-offs, and reorganizations, tertiary education has seen a recent round of reorganizations. The common driver of reorganization in tertiary education is the cost of the enterprise. Both the outright magnitude of the cost of education and the effectiveness of the expenditures have come under scrutiny. Examination of the effectiveness of a tertiary education enterprise occurs at the whole university level, and within the university at the departmental and program levels. The typical approach taken by administrations is to employ any of a number of business analysis methods and measures in evaluating an education enterprise. In simple terms, cost accounting can serve to identify where money is spent in the process of educating students, and productivity measures can be used to rank the current performance of various departments and programs, and direct the decisions shaping the future of those departments and programs.
